BASIC FUNCTION SUMMARY
The Buyer will be responsible for procuring products and services in the aerospace industry purchasing domain. Buyer will procure goods and services that meet quality standards, develop cost-saving programs and long-term supplier relationships. Effectively manage all aspects of the supplier selection process. Perform short and long range forecasting and purchasing techniques including negotiating and contracts.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Purchases complex electronic equipment, aircraft components, machinery, equipment, tools, raw material, packaging materials, parts, services, and supplies necessary for operation of an organization.
Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives
Confers with suppliers and analyzes suppliers' operations to determine factors that affect prices and determines lowest cost consistent with quality, reliability, and ability to meet required schedules.
Interface between suppliers and engineers to facilitate material substitution, standardization, rework, salvage, and economical procurement of parts/equipment.
Facilitate the development of specifications, requirements and performance criteria to enable the procurement of aerospace products and services.
Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment, and maintains necessary records.
Reviews purchase orders on a weekly basis and follows up on past due items.
As a senior member of the purchasing department, must be thoroughly familiar with cost price analysis, supplier negotiations and the Federal Acquisition Regulation (FARs) and Supplements (DFARs).
Have strong public speaking skills and excellent written communications ability.

QUALIFICATION STANDARDS
Knowledge: Frequent use and specific knowledge of industry practices, techniques, and standards. Applies industry specific concepts and principles.
Problem Solving: Develops solutions to a variety of problems of varying scope and complexity. Refers to policies and practices for guidance.
Discretion: Works under minimal supervision. Work is reviewed for soundness of judgment and overall adequacy and accuracy.
Impact: Contributes to the completion of organizational projects and goals. Errors in judgment or failure to achieve results would normally require a moderate expenditure of resources to rectify.
Liaison: Frequent internal company and external contacts. Represents organization on specific projects.
Typical Experience & Education: Bachelor Degree in related field, 2 years procurement experience. Preferably purchasing experience in the aviation/aerospace industry. Experience in the use of the industry standard Aerospace parts nomenclature, ATA Technical Manuals and Federal Acquisition Regulations (FARs). Familiarity with FAA regulations concerning parts procurement, documentation and traceability. Excellent interpersonal/negotiation skills at all levels in the supply chain environment. CPSM certification from ISM or certification from NCMA is preferred.
PHYSICAL DEMANDS AND ENVIRONMENTAL CONDITIONS
Physical Demands/Work Environment:
This classification activity is usually accomplished in an office environment and as such requires a minimum of physical movements and postures associated with these activities. Typical physical demands or activities include standing, bending, stooping, pushing, kneeling, reaching and walking. May be required to lift objects whose weight normally will not exceed 25 pounds. Special vision abilities required to perform this job are close vision, peripheral vision, color vision, depth perception and the ability to adjust and focus.
Special Requirements:
Due to the nature of our work this position may require the ability to obtain and maintain a Department of Defense security clearance.
Occasional travel to suppliers may be necessary.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
